Job role: Design and Construction Manager (DCM)
Contract: Permanent Contract
Hours: Monday – Friday: 37.5 hours per week.
Salary: £50,000-£60,000/p.a. depending on experience and suitability.
Location: Although some flexible/remote working will be acceptable, proximity to London is needed to oversee the site-based operations.

This Design & Construction Manager role is London-based, full time role. As the project base expands, we can envisage other DCM’s being employed in other parts of the UK. There will certainly be much scope for shaping and expansion of this role in the organisation into the future. The appointed DCM is likely to become a key senior team member overseeing other design and construction professionals managing multiple sites in the future.
This newly-created role is focussed at present on projects in the London Borough of Barking & Dagenham (LBBD) where we have been piloting our ‘Empty Spaces to Homes’ approach (see https://www.habitatforhumanity.org.uk/councils-our-work-in-gb/ and https://www.habitatforhumanity.org.uk/partners/the-coalition/). We envisage the successful person playing a key role in helping us roll out this approach into other boroughs across London and the south-east
We have a pipeline of 3 confirmed properties, all owned by LBBD, which are being converted into quality shared residential accommodation for young people leaving care from the Borough. The first of these is on site, due to complete by May 2022. The other two properties are agreed in principle; the second is being tendered, whilst the third is in detailed design stage. All three projects are in Dagenham, and this will be the primary location for the DCM role over the next 2 years.
Following this we can see the pipeline of this kind of project growing in East London and further afield. There is significant return on investment for the charity from this model and it will be a key linchpin in growing the project base for the ‘Empty Spaces to Homes’ programme.
In addition to this, we raise funds for other projects and oversee the management of volunteer workforces from Corporate supporters of HFHGB. This is not a core part of the DCM role, but there will be overlaps with this volunteer management. These projects are usually in London, and examples of this are Claudia Jones Organisation (http://claudiajones.org/) and Oasisplay in Kennington (https://oasisplay.org.uk/). Both these are projects where we are taking on enhancement of their facilities to enable them to better serve their beneficiaries.
The key character traits required include honesty, enthusiasm, and compassion. It is important that the candidate has significant prior experience in construction and contracts management in the residential sector and is able to use these technical skills within a charitable setting. Cost control, meeting deadlines and driving projects to conclusion are fundamental requirements, so that we can meet the needs of our partners and clients.

Key Areas of Responsibility
|The Design & Construction Manager is responsible for the following areas as part of this role:
|1) Construction oversight and management of main contracts
|2) Health & Safety/ CDM oversight
3) Assist Volunteer Coordination
4) Overseeing design process
5) Sharing construction knowledge with partners
|Specific functions under each heading are: –
1. Construction Oversight and Management of Main Contracts
|· Management of the construction and refurbishment of homes/buildings in accordance with the consultant’s drawings and in compliance with Planning Consent and Building Regulations, including obtaining any certifications for insurance purposes.
|· Coordinating and managing consultants so as to comply with all statutory and legal requirements in connection with the building works.
|· Inspecting all works on site regularly to ensure a good quality of work, acceptable to appointed consultants and inspectors.
|· Procuring and managing sub-contractor’s work, where necessary, to meet the construction programme. Most often this DCM role will be in a Management Contractor capacity, with a Principal Contractor and/or trades directly appointed by HFHGB Homes.
|· Preparing strategic programmes and monitoring the Construction Programme and budget with the Project Director.
|· Liaise and coordinate all staff members to support site operations.
|· Occasional attendance at Trustee board meetings, and Development Sub-Committee meetings when required; providing update on work on site in relation to programme and construction costs.
|· Ensuring contractors appointed carry out building work within agreed budget and time constraints, and to a high quality.
· Highlighting to the Project Director if anticipated cost is to exceed budget. Using effective mitigation and problem-solving in this situation.
· Developing and maintaining relationships with clients and key partners.
2. Health & Safety / CDM Oversight
|· Maintain a Health and Safety Record (which forms the basis of a report to the Trustee Board), when necessary, be prepared to carry out basic Health and Safety induction for volunteers and operators. Largely this will be appointed contractor’s responsibility.
|· Liaise with the appointed Principal Designer, and oversee contractors compliance with all current legislations on CDM regulations and good practice Health & Safety.
3. Assist Volunteer Coordination
|· Manage and coordinate all operations and operators on site, including volunteers and liaison with Volunteer Coordinator.
4. Overseeing Design Process
|· Coordinate design and consultants up to pre-tender stage and provide oversight as contractor engages in the execution of the design on site.
· Report to Project Director on issues that may need to be escalated or dealt with via the key stakeholder, project partners and clients.
· Monthly reports on progress on projects, and reports as required for Board of Trustee meetings (generally quarterly), to an agreed format.
5. Sharing Design and Construction Knowledge with Partners
|· Act in an advisory capacity with the project partners and charities served on matters of design and construction.
· Keep up to date with the latest planning, building control and regulatory standards and industry best practice through regular CPD, which can be part of work hours on a pre-agreed basis.
This will require experience in, and evidence of familiarity with:
- A variety of standard Construction Contracts (e.g. JCT suite);
- Programming Construction work;
- Forward planning; Procurement schedules;
- Estimating/Procurement and cost planning;
- Risk management;
- Quality control;
- Both building work and finishing trades work. Across the construction disciplines, (structure, building, mechanical, electrical, plumbing, technology, sustainability, landscape hard and soft);
- Current regulations, and liaising with statutory bodies;
- Regular structured reporting;
- Ability to cover multiple sites when needed;
- Familiarity with software packages, including programme planning.
Anticipated Hours and Attendance:
- Monday – Friday: 37.5 hours per week.
- Occasional weekend working may be required.

Salary and Benefits:
- Salary £50,000-£60,000/p.a. depending on experience and suitability.
